UST 549 - Comparative Public Admin

(4 credits)
Prerequisite(s): Grad course eligibility for undergraduates: credits earned greater than or equal to 144 and gpa 2.75 OR level is graduate. Examines the approaches to and processes of public administration with a comparative perspective, in developed and developing countries. Uses public bureaucracy as a focus for comparison. Major topics will include constitutional basis and significance of international bodies on public administration, federal/central, provincial/state and local government systems, process of public policy formulation, administrative structures, and the role of career civil servants and civil society in the management of public policies.
