Prerequisite(s): Must have at least sophomore standing to be eligible for this course. Issues between states and nation with particular attention to financial relations. Consideration of the capacity of state legislative and administrative systems, and problems of evaluation and change. Examination of policy-area issues, including those of education and welfare.
