UST 449 - Comparative Public Administration

(4 credits)
The course will examine the approaches to and processes of public administration with a comparative perspective, in developed and developing countries, with particular reference to American, African and European contexts.The course uses public bureaucracy as a focus for comparison.Major topics will include constitutional basis and significance of international bodies on public administration, federal/central, provincial/state and local government systems, process of public policy formulation, administrative structures, and the role of career civil servants and civil society in the management of public policies.
